Quick fix for PC game developer consoles on a laptop?

In many pc games you can press ‘~’ to open a developer console but on my laptop the ~ key does nothing in game. My laptop is using Windows 7 Home Premium. I heard that it is a driver issue, but before i try anything I just want to make sure i want be doing anything permanent or harmful. Any suggestions/tips?
